DescriptionRule 3, which governs High Ability Learning in Nebraska, was revised and approved by the State Board of Education in 2025. With the revisions taking effect in the 2026–27 school year, districts will need to review and update their HAL plans to ensure alignment with the new requirements.
This interactive session will unpack the key updates to Rule 3 and clarify what they mean for district planning and implementation. Participants will work through each section of the district HAL plan using the updated rubric to assess alignment, identify areas for refinement, and strengthen clarity and compliance. Dedicated time for questions and collaborative discussion will support clear, practical next steps for implementation.
